1. BYLAWS
1.1 Bylaw No. 2236 and Bylaw No. 2237 for 200 Burma Road Mulyk Consulting, on behalf of Igor and Anna Landa):
Bylaw No. 2236, cited as Official Community Plan Bylaw No. 1923, Amendment Bylaw No. 29, 2013 which proposes to rezone a 0.152 hectare portion of land from Residential to Natural Open Space was read a third time and adopted.
Bylaw No. 2237, cited as Zoning Bylaw No. 1750, Amendment Bylaw No. 158, 2013 which proposes to rezone a 0.048 hectare portion of land from Rural Residential to Parks and Open Space and an approximate 0.0152 hectare of land to Rural Residential to Private Park was read a third time and referred to the Ministry of Transportation and Infrastructure for approval.
1.2 Bylaw No. 2246, cited as “2014 – 2018 Five Year Financial Plan Bylaw No. 2246, 2014” was given first three readings.
1.3 Bylaw No. 2247 cited as, “2014 Tax Rates Bylaw No. 2247, 2014” was given first three readings.
2. DEVELOPMENT VARIANCE PERMITS & OTHER PERMITS
2.1 Development Variance Permit No. DVP-351 for #4 Black Rock Place. Council authorized issuance of the permit to vary the minimum setback from the exterior perimeter parcel line on a bare land strata lot for a 3.96m x 6.55m open porch only from 7.5m to 5.72m along a portion of the south property lines to facilitate the construction of an open porch.
2.2 Development Variance Permit No. DVP-348 for 37 Ridgemont Drive. Council authorized issuance of the permit to vary the front yard setback as well the steps and eave maximum projections to facilitate the construction of a new front entrance and steps with an uncovered landing.
2.3 Development Variance Permit No. 349 for The Cedars – Haworth Development Consulting. Council approved the application and gave notice of their intention to consider the issuance of the permit. The Subject property is located to the south of Mt. Fernie Park Road and to the east of Mt. Fernie Provincial Park. The site is currently designated “Residential Mixed Density and Natural Open Space” and zoned CD-4 – Comprehensive Development Four by Zoning Bylaw No. 1750. Preliminary subdivision approval for Phase One fee simple subdivision consisting of twenty (28) lots has been issued by the approving officer.
2.4 Partnering Agreement with the Fernie Chamber of Commerce for the Victoria Avenue Summer Socials
Council authorized the execution of the above noted partnering agreement for the provision of municipal services being the hosting of the summer downtown festivities “Victoria Avenue Summer Socials (VASS) to occur from July 2, to August 31, 2014.
Payment by the City through the provincial Resort Municipality Initiative (RMI) funding program to the Chamber the sum of $15,000 for the services described in the Agreement.
3. PUBLIC & OTHER HEARINGS
3.1. A Public Hearing to receive submissions from the public respecting matters contained in proposed Bylaw 2241 cited as Zoning Bylaw No. 1750, Amendment Bylaw No. 161, 2014 proposing to change the zoning of the property at 592 – 9th Avenue from R1- Single Family Residential to R1B – Single Detached Plus Residential will be held on Monday, May 12, 2014 at 7:00PM.
4. OTHER INFORMATIONAL ITEMS
4.1 Feel Good Fernie – Yoga and Wellness Festival Funding Request Council authorized a discretionary grant in the amount of $250 as well $2000 in Resort Municipality Initiative funds to be received by the Fernie Chamber of Commerce on behalf of Feel Good Fernie.
4.2 East Kootenay Volleyball Club, Jr. Girls Team (The Angels)
Council authorized a discretionary grant in the amount of $250 to assist the team with registration fees and travel expenses for an international volleyball festival in Phoenix Arizona on June 26-29th 2014.
4.3 Juno Beach Centre Association – raising awareness of Canada’s D-Day Tribute Campaign.
Council authorized a discretionary grant in the amount of $250 towards to the cost of a marker to commemorate the Canadians who fell on D-Day.
4.4 Urgent Action to prevent invasive zebra and quagga mussels from entering British Columbia
Council will be forwarding a letter to Premier Clark and Ministers Polak, Shea and Blaney on the need for action to prevent invasive zebra and quagga mussels from entering BC.
