1) Partnering Agreement with the Fernie Chamber of Commerce for 2012 Griz Days Festival
The Chamber of Commerce is interested in hosting the annual 2012 Griz Days Festival and has submitted a letter of interest and has requested that the City provide funding support in the amount of $10,000 for the event.
Council authorized notice of its intention to provide assistance to the Chamber of Commerce. The Partnering Agreement will come back for Council’s consideration after requisite notice has been completed.
2) 2012 Discretionary Grant Recommendations
Council approved the following discretionary grant recommendations proposed by the Discretionary Grants Committee for the 2012 Budget Year.

3) Lease Agreements
Council approved the following lease agreements (clauses of which include, but are not limited to the following:
a) Fernie Curling Club
2011/2012 Season – $6000 plus GST (5 months @ $1200.00/month)
The City will operate the facility during the non-curling season (March 16 – October 14) which will allow the – City to rent out the space for public events.
– The Curling Club will operate the facility during the curling season which is (October 15 – March 15)
b) Fernie Ghostriders Junior Hockey Club Lease Agreement
The Fernie Ghostriders lease a space within the Fernie Memorial Arena for the purpose of hosting Club operations including change room, team and equipment room area. Lease agreement clauses include, but are not limited to:
– A lease term from December 1, 2011 to November 30, 2012
– Rent of $1.00 payable on or before the first day of December, 2011.
c) Fernie Skating Club Lease Agreement
The Fernie Skating Club leases a space within the Fernie Memorial Area for the purpose of hosting Club operations including equipment storage, change room and administrative offices. Lease clauses include, but are not limited to:
– A lease term from December 1, 2011 to November 30, 2012
– Rent of $1.00 payable on or before the first day of December, 2011.
4) Bylaws
Council adopted Bylaw No. 2127, cited as Pesticide Use Control Bylaw No. 2093, 2010, Amendment Bylaw No. 1, 2011.
This bylaw amends Bylaw No. 2093 by incorporating language to improve clarity and certainty with respect to the control of noxious weeds and invasive plants and the ability to use pesticides or herbicides to manage identified noxious weeds and invasive plants. The bylaw amendment provides the municipality and other property owners with clear definitions as to which plants are considered noxious and invasive in order that they are managed effectively in the community.
5) Waive Building Permit Fees
Council agreed to provide a grant – in aid to the Fernie Women’s Centre in response to their request to have building permit fees waived for renovations to create a barrier free programming space in their existing garage.
6) Physician Shortage in Elk Valley
In response to a letter from Interior Health – Sparwood Health Centre physicians regarding physician shortages in Elkford and Sparwood, Council authorized that a letter be sent to Interior Health in support of ensuring that a strong physician compliment be maintained throughout the Elk Valley region.
