1. DEVELOPMENT VARIANCE PERMITS & OTHER PERMITS, LICENCES & AGREEMENTS
1.1 Mutual Aid Agreement for Fire Service Emergencies between the City of Fernie and the Districts of Sparwood and Elkford. Council endorsed the Mutual Aid Agreement as presented and authorized the Mayor and Corporate Officer to execute the agreement. This agreement provides a mutual benefit to all parties involved and with the continued challenges all Fire Services have in recruiting and retaining auxiliary staff, it will provide all citizens with a better level of response for any large scale responses in the event the municipality does not have the appropriate resources to bring an incident under control
1.2 Discharging of Section 219 Covenant registered on title in the 2008 Side Car Agreement (0845419 BC Ltd. and 0743134 BC Ltd. Council directed staff to advise the landowner that the draft map of the “protected area” is acceptable and that they may proceed with the preparation of the Reference Plan. The applicant will still need to prepare a draft Section 219 Covenant for Council to review and consider that would limit the allowable uses within that Reference Plan.
2. BYLAWS
2.1 Zoning Bylaw No. 1750, Amendment Bylaw No. 160, Bylaw No. 2240, 2014 for 721 9th Avenue. Council approved the zoning amendment application, gave Bylaw No. 2240 first and second readings and referral to a Public Hearing. Bylaw No. 2240 proposes to rezone Lot 2, District Lot 4588, Kootenay District, and Plan 734A from R1- Single Family Residential to R1SL – Single Family Residential Small Lot.
3. OTHER INFORMATIONAL ITEMS
3.1 Appointment to the Beautification Committee. Council appointed Ms. Jocelyn Sombrowski to sit on the Beautification Committee as a representative from the Leisure Services Advisory Board. The Committee is responsible for developing and recommending to Council, strategies and expenditures for the beautification of public spaces and commercial and residential neighbourhoods, such as landscaping, streetscaping, furnishings, banners and seasonal decorations.
3.2 BC Emergency Health Services (BCEHS). Council will be inviting a representative from the BCEHS to update Council on the Resource Allocation Plan (RAP) changes and how they will affect our community.
3.3 Columbia Basin Trust (CBT) 2014/2015 Community Initiatives & Affected Areas Programs. A special meeting of Council will be held on Monday, April 7, 2014 at 7:00pm in Council Chambers to receive submissions for CBT grant funding. Proposals must be sponsored by a qualified organization (not-for-profit, first nations, registered schools, and local government) and must clearly demonstrate community benefits. The deadline for submission is February 17, 2014.
