1) Intention to Dispose of City Property
Council approved the Lease Agreement between the City of Fernie and the Fernie Creative Minds Preschool, for a portion of Max Turyk Community Centre comprising 753.47 square feet (Room 122). The term for the Agreement is from September 1st, 2012 to October 31, 2013 and with a specified monthly lease payment of $627.47.
2) Council authorized the Director of Leisure Services to advertise Council’s intention to dispose of City property via a Lease Agreement with the Columbia Basin Alliance for Literacy, during the time period from July 1, 2012 to June 30, 2013 with an option to renew, with specified monthly lease payment of $440.69, in accordance with the requirements of the Community Charter.
After the requisite advertising, the Lease will return to Council for consideration of approval.
3) Regional District of East Kootenay Bylaw No. 2372 Referral
Council recommended approval of the above noted bylaw which proposes to amend the RDEK – Elk Valley Zoning Bylaw No. 829, 1990 by redesignating a part of the subject property from RR-60 Rural Resource Zone to RR-8 Rural Residential (Country) Zone.
The 29.2 hectare portion of property in question is located in the RDEK immediately northeast of the proposed “Ridgemont Meadows” property in the City of Fernie and east of the Canadian Pacific Railway right-of-way and the Letcher properties. The property is located outside of the Agricultural Land Reserve.
4) 25th Annual Muscular Dystrophy Canada – Hamburger Days
Council authorized the Fernie Fire Fighters to hold the annual Hamburger Days on Friday, June 22, 2012 at the Fire Hall, with all proceeds going to Muscular Dystrophy Canada.

5) Bylaw No. 2184 cited as 2012 – 2016 Five Year Financial Plan Bylaw No. 2184 and Bylaw No. 2185 Tax Rates Bylaw No. 2185 were adopted.
The 2012 – 2016 Financial Plan Bylaw is the culmination of a comprehensive and consultative budget process that began in the fall of 2011. The budget process is the mechanism for determining the revenue requirements and resource allocations that ultimately inform the decision on municipal tax rates.
The revenues and expenditures summarized in the 2012-2016 Financial Plan Bylaw have been set with the objective of maintaining a fair, equitable and stable level of tax collection that will allow the municipality to continue to provide a high level of quality services to the tax payer.
6) Fernie Memorial Arena – Evaporative Condenser Replacement
Council awarded the replacement of the Evaporative Condenser for the Fernie Memorial Arena to STARTEC Refrigeration for the contract price of $69,939.82 with the balance $13,439.82 to be funded from the General Capital Reserve. The Evaporative Condenser is a key component of the refrigeration plant at the Fernie Memorial Arena.

Council approved the following revised Acting Mayor Appointments for the remainder of 2012:
