1. AGREEMENTS, LICENCES PERMITS & POLICIES
1.1 Conseil scolaire francophone de la Colombie-Britannique Proposed Lease Agreement – Max Turyk Community Centre Council authorized notice of their intention to dispose of City’s property via a Lease Agreement with the Conseil scolaire francophone de la Colombie-Britannique, from July1, 2014 to June 30, 2016 with one three-year option to renew, with specified quarterly lease payments of $1,836.60. 
1.2 Fernie Hotel – Temporary Changes to Liquor Licence
Council resolved they have no objection to the temporary change to the Fernie Hotel’s Liquor Primary Licence # 05641 and authorized use of the parking lot adjacent to their place of business located at 691-1st Avenue for the purpose of operating a beer garden in the parking lot during the Fernie 3’s Annual Bike Race on Saturday, June 28, 2014 and Sunday, June 29, 2014 between 11:00am and 10:00pm.
1.3 Fernie Curling Club, Special Occasion Liquor Licence for Canada Day Council approved the special occasion liquor licence , subject to the approval of the Liquor Control and Licensing Branch (LCLB), to sell liquor at Prentice Park located at 1500-5th Avenue as a whole site license area, during the Canada Day celebrations on Tuesday, July 1, 2014, from 2:00 -11:00pm.
1.4 Fernie Chamber of Commerce, Special Occasion Liquor Licence for Victoria Avenue Summer Socials Council approved the special occasion liquor licence subject to the approval of the Liquor Control and Licensing Branch (LCLB) and providing proof of insurance as well, use of Station Square for the Wednesday Social Committee on behalf of the Fernie Chamber of Commerce to operate a beverage garden at Station Square, 600-1st Avenue from 5:00 – 9:00pm on the following dates: Wed, July 2| Wed, July 16 | Sun, Jul, 20|Wed, Jul 23|Wed, Jul 30| Wed, Aug 6| Wed, Aug 13 | Wed, Aug, 20 | Wed, Aug 27.
2. BYLAWS
2.1 Bylaw No. 2243 cited as Zoning Bylaw No. 1750, Amendment Bylaw No. 163, 2014. Council authorized third reading and referral to the Ministry of Transportation and Infrastructure of this bylaw, which proposes to amend the Zoning Bylaw No. 1750 by rezoning the property at 1191-2nd Avenue from C1 – Retail Commercial to R1- Single Family.
2.2 Official Community Plan Bylaw (OCP) No. 2231, 2014 Council authorized that first and second reading of the OCP given on May 12, 2014 be rescinded and authorized staff to refer the OCP for referral to the Provincial Agricultural Land Commission as well, to consider the OCP in conjunction with the 2014-2018 Financial Plan and the Regional District of East Kootenay (RDEK) Solid Waste Management Plan and further, authorized first and second reading and referral to a public hearing.
2.3 Bylaw No. 2241 cited as Zoning Bylaw No. 1750, Amendment Bylaw No. 161, 2014 Council authorized adoption of the Bylaw, which proposes to rezone the property at 592-9th Avenue from R1 – Single Family Residential to R1B Single Detached Plus Residential.
 
2.4 Bylaw No. 2244 cited as Zoning Bylaw No. 1750, Amendment Bylaw No. 164, Bylaw No. 2244, 2014 Council approved the application and gave first and second reading and referral to a public hearing for this bylaw which proposes to rezone the property at 1071-2nd Avenue from R1 – Single Family Residential to R1B – Single Detached plus Residential and further.
2.5 Bylaw No. 2250 cited as the 2014-2018 Five Year Financial Plan Amendment Bylaw No. 2250, 2014 Council gave first three readings to the bylaw which proposes to amend the Five Year Financial plan to:
• Increase Funding Sources by One Hundred Fifteen Thousand Dollars ($115,000) in 2014, the funding sources for which are Reserve Funds (Streets Reserve) for Eighty Thousand dollars ($80,000.00), and Reserve Funds (Mobile Equipment) for Twenty Thousand dollars ($20,000), and Reserve Funds (Unallocated Surplus) for Fifteen Thousand dollars ($15,000)
• Increase the Expenditures budget in 2014 for Capital Works by One Hundred Thousand Dollars ($100,000) and Other Expenditures by Fifteen Thousand dollars ($15,000).
2.6 Development Cost Charge Bylaw – Modify the timing of collection of the Charges Council gave direction to staff to bring forward an amendment to the Development Cost Charge Bylaw regarding the timing of the collection of the charges. A person who obtains approval of a subdivision of land may elect to pay the applicable development cost charges at the time of approval of the subdivision, and in such an event, the charges shall be payable at or before the time of issuance of a building permit for the subdivided land and further, the fees will be paid in full not in installments and are non-refundable once they are paid.
3.  OTHER INFORMATIONAL ITEMS
3.1 Parkland Terrace – Park Dedication Council resolved to dedicate the Parkland Park as Dr. Sparling East Park and supports a ceremony to be held in September, 2014 to dedicate the area of land.
3.2 Wapiti Music Festival Society – August 8-9, 2014 Wapiti Music Festival Council granted approval to the logistical requests put forth from the society in their June 9, 2014 letter, excluding the Special Occasion Liquor Licence to operate a beer tent on the festival grounds. (This will be addressed separately)
3.3 Canadian Pacific Railway- Rail Safety
Council will be contacting CP Rail regarding the installation of crossing arms to be installed at the 13th Street crossing as well, to address the issue of knapweed along the railway tracks. They would like to have the maintenance done earlier in the season in an attempt to get the noxious weed under control along the CP Rail Tracks and to further prevent spreading of the weed in our community.

4. UPCOMING MEETINGS AND OTHER NEWS
4.1 Next Regular Meeting and Committee of the Whole (COTW) is scheduled for June 23, 2014. COTW to commence at 10:00am and Regular Council meeting at 7:00pm.
4.2 Annual General Meeting is scheduled for June 25, 2014 @ 10:00 am. The report is available for public inspection on the City’s website www.fernie.ca or a hardcopy may be reviewed at City Hall during regular office hours.
Deadline for submissions regarding the 2013 Annual Municipal Report is Tuesday, June 24, 2014 @ 5:00pm
4.3 A Public Hearing will be held on June 23, 2014 @ 7:00pm to receive submissions from the public respecting matters contained in the Official Community Plan Bylaw No. 2231, 2014
4.4 Pool Closure Notice – The Aquatic Centre facility will be closed to the public for annual facility maintenance starting May 24 through to July 4, 2014 The will open again with their Summer Schedule July 5, 2014.
4.5 2014 Property Taxes are due by July 2, 2014
• No exemption from taxation or penalty is conferred by reason of non-receipt of the property tax notice;
• Post marks on mailed remittance will not be considered as date of payment;
• Receipt of electronic payments will be recorded at the date and time the funds arrive in the City’s bank account, not when the payment is transmitted by your financial institution.
