1. AGREEMENTS, LICENCES PERMITS & POLICIES
1.1 Development Variance Permit No. DVPA-368 for 1091-9th Avenue Council authorized issuance to Development Variance Permit No. 368 to legalize the siting of the existing single detached dwelling unit and vary the setback and step projection requirements of Zoning Bylaw No. 1750 to facilitate construction of a proposed front entrance addition to the existing single detached dwelling.
1.2 Development Variance Permit Application No. 362- Alpine Trails Fairy Creek – East Kootenay Land Council approved Development Variance Permit Application No. DVPA-362 and gave notice of their intention to consider the issuance of Development Variance Permit No. DVP-362.
2. BYLAWS
2.1 Bylaw No. 2274, cited as Whitetail Drive Highway Closure and Removal of Highway Dedication Bylaw No. 2274, 2015 Council adopted Whitetail Drive Highway Closure and Removal of Highway Dedication Bylaw No. 2274, 2015.The subject road closure is necessitated by the lotting configuration of the Stage 1 twenty lot residential Montane subdivision.
2.2 Zoning Bylaw No. 1750, Amendment Bylaw No. 173, Bylaw No. 2266, 2014 for 521-5th Avenue. Council adopted Bylaw No. 2266, cited as Zoning Bylaw No. 1750, Amendment Bylaw No. 173, 2014 The rezoning will enable the landowners to construct a secondary detached dwelling unit in accordance with the applicable provisions of the Official Community Plan, the Zoning Bylaw and the Building Bylaw.
2.3 Official Community Plan Bylaw No. 2231, 2014 Amendment No. 3, Bylaw No. 2272, 2014 Council approved the application and authorized staff to give notice of the application for 4 Cedar Bowl Drive to re-designate certain lands in Schedule B, Land Use Designations from Natural Open Space to Neighbourhood Residential and from P2- Parks and Open to R1B – Single Family Detached Plus Residential respectively
2.4 Zoning Bylaw No. 1750, Amendment Bylaw No. 176, Bylaw No. 2275, 2015 Bylaw No. 2275, cited as Zoning Bylaw No. 1750, Amendment Bylaw No. 176, 2015 for the property at 1301-10th Avenue was adopted. This will allow the landowner to rezone 668.91square metre lot from R2 – Duplex Residential to R1B – Single Detached plus Residential. The rezoning would enable the landowner to construct a secondary detached dwelling unit in accordance with the applicable provisions of the Official Community Plan, the Zoning Bylaw and the Building Bylaw.
2.5 2015-2018 Five Year Financial Plan Bylaw No. 2279 was adopted. The revenues and expenditures summarized in the Financial Plan Bylaw have been set with the objective of maintaining a fair, equitable and stable level of tax collection that will allow the municipality to continue to provide a high level of quality services to the taxpayer.
2.6 2015 Tax Rates Bylaw No. 2280, 2015 for consideration of Adoption was adopted. The budget deliberation process which was undertaken over the past several months was the means for determining the revenue requirements and resources allocations that ultimately determined the municipal tax rates being proposed in Bylaw No. 2280, 2015.
3. OTHER INFORMATIONAL ITEMS
3.1 Table and Chair Replacement – Contract Award Council awarded the supply of folding chairs (500) and tables (50 rectangle, 40 round) for the Centennial Community Centre to Mity Lite Inc. for the bid price of $56,441.06 net of tax and that the budget overage of $2,441.06 be funded from the 2015 maintenance placeholder.
3.2 Ktunaxa Nation – 15th Annual Ktunaxa Nation Charity Golf Tournament Council authorized Councillor Iddon and McSkimming to participate in the Ktunaxa Nation Charity Golf Tournament as representatives for the City of Fernie.
3.3 Federation of Canadian Municipalities (FCM) re: Study tour to Elk Valley FCM International’s program, CISAL – Sustainable and Inclusive Communities in Latin America, are planning their first Study Tour to Canada. Members of Council who are available will attend the June 3, 2015 Elkford session to discuss the Elk Valley Revenue Sharing Agreement, and the Cumulative Effects Management Framework Working Group, and the Economic Development strategies that the municipalities in a mining region are employing to be sustainable cities.
3.4 Interior Lumber Association Council authorized Mayor Giuliano and Councillor Qualizza to attend the May 20, 2015 meeting in Cranbrook, BC to speak with MLA Donna Barnett regarding the forestry industry in our area.
3.5 FERNIE 3 Council awarded $9000 in support of the Fernie 3 Bike Event be funded through the Resort Municipality Tourism Incentives Investment Fund.
4. UPCOMING MEETINGS AND OTHER NEWS
4.1 Next Regular Meeting and Committee of the Whole (COTW). The Next regular scheduled meeting will be on: Monday, May 25, 2015 at 10:00am & 7:00pm

4.2 Notice to Vendors – 2015 Roads Program
Contractors are advised that the 2015 Roads Capital Works Program will be tendered in early July.
4.3 Annual Spring Clean Up -The City of Fernie is once again offering residential households within the City of Fernie FREE pick up of LAWN AND GARDEN WASTE. JUST FOR SENIORS during the Annual Spring Cleanup we will dispose of large household items or recyclable/reusable goods that you wish to have hauled away! YOU MUST Register in advance by calling City Hall at 250.423.6817. To receive this free service you must be a senior 65 years or older.
4.4 Aquatic Centre Shutdown – The annual maintenance shutdown for the Aquatic Centre is May 16, 2015 with reopening scheduled for July 1, 2015. Please note the Fitness Centre is also closed during the shutdown.
