1. BYLAWS
1.1 2015 – 2019 Five Year Financial Plan Bylaw No. 2279, Amendment Bylaw No. 01, Bylaw No. 2287, 2016 for consideration of first 3 readings Council gave first three readings to the 2015 – 2019 Five Year Financial Plan Bylaw No. 2279, Amendment Bylaw No. 01, Bylaw No. 2287, 2016. This will allow for an amendment to include an expenditure of $10,000 in 2016 for the recruitment of a physician for the Elk Valley Hospital as well funding in the amount of $25,000 for the Cranbrook Community Foundations and that the contributions be funded from the General Operating Reserves.
2.2 Fernie Rural Fire Protection Services Authorization Bylaw No. 2203, Amendment No. 1, Bylaw No. 2286, 2015    Council adopted Fernie Rural Fire Protection Services Authorization Bylaw No. 2203, Amendment No. 1, Bylaw No. 2286, 2015 and authorized the Mayor and Chief Administrative Officer to execute the Fernie Agreement Amendment.
2. OTHER INFORMATIONAL ITEMS
2.1 Fernie Memorial Arena Operating Season 2016 Council approved an extension of the spring ice season at the Fernie Memorial Arena as per past practise to Sunday April 10, 2016 and anything beyond that date to April 21 if there is 100% cost recovery.
2.2 Fernie Childcare Society request for playground space at Max Turyk Center Council endorsed in principle the Fernie Child Care Society’s request for exclusive use of a portion of City owned land located adjacent to the Max Turyk Community Centre as illustrated in the document attached to the staff report titled FCCS for use as a playground and directed staff to initiate a process to modify the existing lease agreement between the City and the Fernie Child Care Society to include the Society’s use of the subject property at no additional charge to them.
2.3 Partnering Agreement with the Fernie Chamber of Commerce for the “Fernie Ambassador Program” Council authorized the Mayor and the Clerk to execute the two year agreement with the Fernie Chamber of Commerce (the “Chamber”) under the terms of a Partnering Agreement for the provision of municipal services, being the administration of the “Fernie Ambassador Program” to occur over the term of the 2015 – 2017 Resort Development Strategy (RDS) and providing for payment by the City, through the Province’s Resort Municipality Initiative (RMI) funding program, to the Chamber a total of up to $79,700 for undertaking the services described in the Agreement.
2.4 Fernie Recreational Vehicle Park – Request for Exemption from the Application of Section 5.a. (i), Elk River Floodplain Construction Level of Floodplain Management Bylaw No. 1780 0937657 B.C. Ltd. (Reto Barrington) Council approved exemptions for the yurt platforms and one maintenance building but denied the exemption request for the two park model homes and one administration building from the application of Section 5.a (i) of Floodplain Management Bylaw No. 1780.
2.5 Sparwood and Elkford Transfer Station Hours Council supports the request from the Districts of Sparwood and Elkford to extend their hours of operation to seven day per week operation. As well to reduce hours in Sparwood on slower days in order to offset the additional cost of opening on Sundays.
2.6 Request to Ministry of Transportation Highway 3 Speed Zone Change Council agreed to pursue this issue further and forward another letter to the Ministry of Transportation requesting a relocation of the current 80km speed/zone signage (northbound) to beyond the intersection of Highway #3 and Dicken Road adjacent to the 60km speed/zone signage in the south bound lane.
3. UPCOMING MEETINGS AND OTHER NEWS
3.1 Next scheduled meetings of Council are:
– Monday, January 25, 2016 Committee of the Whole (COTW) @ 10:00am and Regular Meeting of Council @ 7:00pm
Council meetings are streamed live and can be viewed on-demand on the City’s website or watched on Shaw TV Channel 10 at 3:30pm on Tuesdays and 11:00am on Thursdays.
3.2 New Parking Signage in Downtown Core
Note to all citizens that there has been “NEW” parking restrictions implemented in the Downtown Core.
– 6th Street between 2nd Avenue and the lane (alleyway) is reserved for Mobile Vending Vehicle parking only; and
– New signage denoting “Parallel Parking Only” has been installed on 5th Street on the south side of the street. A sign has been placed between 1st Avenue and the Lane and another between the Lane and 2nd Avenue
Please adhere to parking regulations to avoid having your vehicle towed.
