1) Formation of an “Athletic Commission”
Recent interest shown by a member of the community in holding Mixed Martial Arts events in a City owned facility prompted Council to agree to begin the process of forming an “Athletic Commission” to regulate these events.
The Commission’s role would include regulating and supervising the events, specifying the equipment to be used, prescribing rules of conduct, issuing permits and reviewing and approving contracts.
2) Advisory Planning Commission Appointments
Council appointed Mr. John Paone, Ms. Julie O’Shannassy, Mr. Steve Robertson and Mr. Michael Pennock to serve on the Advisory Planning Commission.
The Commission’s primary role is to review development permit applications in consultation with the Building Design Guidelines as defined in the Official Community Plan.
3) Partnering Agreement with the Fernie Chamber of Commerce for the Downtown Visitor Information Centre (DVIC)
The partnering agreement with the Fernie Chamber of Commerce for the provision of visitor information services at the DVIC for the period of January 1, 2008 to December 31, 2008 was referred to staff for further information regarding the requested 12% increase to the fee proposed in agreement.
4) RDEK Bylaw Referral – Bylaw No. 2045 (Elk Valley Zoning Bylaw Amendment – Morrissey Area)
Council authorized staff to respond to the RDEK noting that City of Fernie’s interests are unaffected by this bylaw.
The general location of the subject area is 4269, Highway #3, this parcel of land was previously zoned Heavy Industrial to accommodate an asphalt plant, which was never established. The amendment to the bylaw would rezone the land back to RR-8 Rural Residential (Country).
5) East Kootenay Conservation Program –
Local Conservation Fund Administration Costs
Council for the City of Fernie will advise the Regional District of East Kootenay that the City does not support the proposal for an East Kootenay Wide Local Conservation Fund and further, Council will extend an invitation to Regional District Area A and B Directors and Elkford and Sparwood’s Municipal Directors to the Regional District to attend an upcoming Committee of the Whole meeting to discuss the possibility of an Elk Valley Local Conservation Fund.
6) Official Community Plan Implementation Committee (OCPIC)-Quality of Life Index Budget
Council tabled a decision for the allocation of funding for the OCPIC Quality of Life Index to budget deliberations for further consideration. The Quality of Life Index will assist the community and the City in future planning and decision making.
