1. AGREEMENTS, LICENCES PERMITS & POLICIES
1.1 Development Variance Permit Application No. 357 application was approved Council and notice was given of their intention to consider the issuance of Development Variance Permit No. DVP-357. The applicant is requesting to vary the front yard setbacks at 641 7th Avenue to facilitate the construction of a three storey commercial / residential building.
1.2 Development Variance Permit Application No. 358 application was approved Council and notice was given of their intention to consider the issuance of Development Variance Permit No. DVP-358. The applicant is requesting to vary the front and side yard setbacks at 791-9th Avenue to legalize the siting of the residential dwelling and to facilitate the construction of an attached single-car carport.
1.3 Development Variance Permit Application No. 361 application was approved Council and notice was given of their intention to consider the issuance of Development Variance Permit No. DVP-361. The applicant is requesting to vary the front, side and rear setbacks at 2 Slalom Drive to facilitate the placement of a manufactured home on the property and the construction of a detached garage.
1.4 Partnering Agreement between the City of Fernie and Shaw Cable systems Limited. Council authorized the Mayor and Clerk to execute the partnering agreement for the provision of a free Wi-Fi Cloud in the downtown area and public facilities, for a term of five (5) years.
1.5 Municipal Liquor License Policy was adopted by Council. The new policy, which replaces Liquor Sales after 2:00AM Policy and the Special Occasion Liquor Licence Policy provides guidance on the application process new liquor licence application, permanent and temporary changes and special occasion liquor licences.
2. BYLAWS
2.1 Zoning Bylaw No. 1750, Amendment Bylaw No. 168, Bylaw No. 2252, 2014. Following the Public Hearing (one public submissions was received), the bylaw received 3rd reading and referral to the Ministry of Transportation and Infrastructure for approval. The bylaw proposes to amend Zoning Bylaw No. 1750, Special Policy Area – CD1 Subzones Map and to rezone the subject lands within the Special Policy Area – CD1 Subzones (Whitetail Drive) from MU2 – Multiple Unit Two, LR2 – Leisure Recreation Two; and LR1 – Leisure Recreation One to DR1 – Detached Residential One.
2.2 Zoning Bylaw No. 1750, Amendment Bylaw No. 169, Bylaw No. 2258, 2014 received first and second readings with the public hearing scheduled for October 14, 2014. The bylaw proposes to rezone the property at 642 – 8th Avenue from R1-Single Family Residential to R1SL- Single Family Residential Small Lot.
2.3 Zoning Bylaw No. 1750, Amendment Bylaw No. 170, Bylaw No. 2262, 2014 received first and second readings with the public hearing scheduled for October 14, 2014. The bylaw proposes to rezone the property at 822 – 6th Avenue from R1 – Single Family Residential to R1SL – Single Family Residential Small Lot.
3. OTHER INFORMATIONAL ITEMS
3.1 Downtown Mobile Street Vendors Task Force terms of reference were approved by Council. Volunteers interested in participating on the Task Force should visit the City’s website for more information on how to apply and the Task Force’s mandate. The Task Force shall be comprised of up to 9 members in total: 2 representatives from Council; 3 from the community at large; 1 from the Chamber of Commerce; 1 representing downtown residents; 1 representing mobile food vendors; and 1 representing the food service industry.
3.2 Emergency Social Services Director (ESSD). Council directed staff to advertise for a community volunteer to serve as the Emergency Social Services Director for the City of Fernie to implement and manage the Emergency Social Services (ESS) Program within the City’s municipal boundary. The Emergency Social Services Director (ESSD) will be responsible for coordinating the planning, development and implementation of the City’s ESS Program and further, provide assistance to persons forced to leave their homes due to floods, fire, avalanches or other emergencies. This includes lodging, clothing, food and other support.
3.3 Social Policy Framework presented by the Board Voice. Council resolved to call upon the Premier to begin a consultation with British Columbians to initiate the development of a Social Policy Framework that will set out key policy directions, values, priorities, roles and expectations, and guide the creation of public policy to meet our social needs now and into the future.
4. UPCOMING MEETINGS AND OTHER NEWS
4.1 Next Regular Meeting and Committee of the Whole (COTW) is scheduled for Tuesday, October 14 2014. COTW to commence at 10:00am and the Regular Council meeting at 7:00pm. Council meetings are streamed live or can be viewed on-demand on the City’s website or watched on Shaw TV Channel 10 at 3:30pm on Tuesdays and 11:00am on Thursdays.
4.2 There will be no scheduled meetings of Council on September 22, as members of Council will be attending the Union of British Columbia of Municipalities (UBCM) Conference in Whistler, BC from September 22 – 26, 2014.
4.3 West Fernie Boundary Extension – TOWN HALL Meeting on Wednesday, September 17, 2014 at 7:00pm at the Fernie Seniors Centre, 562 3rd Avenue to respond to any questions or concerns electors may have regarding the West Fernie Servicing and Restructure Petition. Mayor and Council, along with Electoral Area “A” Director (Mike Sosnowski) and City staff will be on hand to respond to your questions. The deadline to participate in the Alternate Approval Process (AAP) is 5:00pm on Monday, September 29, 2014. Elector Response Forms are available at City Hall during regular office hours or can be downloaded from the City’s website at www.fernie.ca. To participate you must be a Canadian citizen; be at least 18 years of age; have lived in British Columbia for at least the last 6 months; and have lived or owned property within the City of Fernie for at least the last 30 days from the date that you sign the form.
