1. Avalanche City Roller Girls
Council for the City of Fernie agreed to provide funding support to the Avalanche City Roller Girls equivalent to the rental fee for the Fernie Memorial Arena for their upcoming event on August 4, 2012. The funding will come from the Resort Development Strategy Cultural and Heritage Tourism Festival and Events program. 2. Parkland Terrace Subdivision Lot Designation Block A, District Lot 4137, Kootenay District Plan 1623 – (400 Bossio Road)
Council reviewed the correspondence (petition) from over 150 residents regarding the above noted property, which is located east of Bossio Road in the Parkland Terrace neighbourhood, adjacent to the Elk River. The petition requested that the City of Fernie refrain from any servicing or subdividing of the property and further, to rezone the property as a natural park.
Council directed staff to prepare a zoning amendment bylaw for Council’s consideration that would rezone the above noted property from Rural Residential to Parks and Open Space.
3. Elk Valley Detachment RCMP – 2012/20123 Annual Performance Plan
Council reviewed the above noted plan and signed the Acknowledgement of Consultation agreeing to work collectively and focus on the following priority issues:
• Police/Community Relations – Police Visibility Areas “A” and “B” / Schools/ Fernie Downtown Core/ Elkford town
• Traffic – Speeding – Hwy 43 (Elkford), Sparwood (all areas), Tobacco Plains Reserve
• Substance Abuse – Alcohol / Drug by Youth/ Bush Parties / Education in Schools
• Organized Crime – Illicit Marihuana Grow Operations throughout the Elk Valley
• Safety – Alcohol Related Issues – Fernie Downtown Core
• Crime reduction – Prolific Offender Monitoring
4. City of Fernie Lighting Upgrades/Retrofit – Award of contract
Council awarded the above noted project to Cook’s Electrical Service. The purpose of the retrofit is to replace several inefficient lighting systems located in several municipal buildings and the downtown corridor (2nd Ave).
Implementation of this cost effective strategy will improve lighting quality, reduce energy consumption, reduce greenhouse gas emissions, reduce maintenance and overall reduce costs.
5. P.A.R.T.Y Program
Council will be forwarding a letter to the program coordinator Ms. Mary Jane Leppard for her outstanding role in the position of P.A.R.T.Y. Program coordinator.
6. Bylaws
Bylaw No. 2190, cited as Municipal Ticket Information Bylaw, Amendment Bylaw No. 6 a bylaw to authorize Members of the RCMP and BC Conservation Officer Service to enforce the provisions of the Waste Regulation Bylaw by means of a municipal ticket was given first three readings.
Bylaw No. 2191, cited as the Streets and Traffic Bylaw No. 1400, Amendment Bylaw No. 3, 2012 a bylaw that amends the Streets and Traffic Bylaw by adding a new Section 4. (7) “the holder of a valid License of Occupation pursuant to the Outdoor Patio Policy, in effect from time to time, is exempt from the provisions of this By-law in relation to the licensed area to the extent authorized by said License of Occupation was given first three readings.
This would provide an exemption from the Bylaw’s regulations for an Outdoor Patio with a valid License agreement.
These two bylaws will come back to the Regular Meeting of July 23, 2012 for consideration of adoption.
