1. BYLAWS
2.1 Bylaw No. 2271, Zoning Bylaw No. 1750 Amendment Bylaw No. 174, 2014 was given third reading and referral to the Ministry of Transportation and Infrastructure following the public hearing.
This bylaw is city initiated and proposes to amend Zoning Bylaw No. 1750 by adding “Single Family Dwellings” as a permitted use in the C-HWY zone on specific parcels as well, proposes to text amend Zoning Bylaw No. 1750 by adding “Home Occupation” as an accessory use in the C-HWY zone on the specific parcels only and other amendments to the C-HWY zone text related to regulating the proposed “Single Family Dwellings” permitted use.
1.2 Development Cost Charge Bylaw No. 2276 was given first three readings and referral to the Inspector of Municipalities.
Council provided staff with direction to move ahead with a major update of the current DCC Bylaw. City staff worked with Urban Systems Ltd. to undertake a complete review of the DCC methodology including: underlying DCC assumptions; broad policy considerations; development projections; DCC project costs; timing of proposed capital projects; addition of new projects to the DCC program, where necessary; and, deletion from the DCC program of those capital projects that have been completed or are no longer required. The result of that review is proposed DCC Bylaw No. 2276, 2015. 2. OTHER INFORMATIONAL ITEMS
2.1 2015 Griz Days Festival – Request for Assistance from the City of Fernie Council approved , with the exception of the inspection of the rails associated with the Rail Jam Event, Council approved the requests detailed on the February 4, 2015 letter from the Fernie Chamber of Commerce titled Consideration for the Griz Days Festival 2015 and directed administration to allocate staff and equipment as needed within their normal working hours (7:00 a.m. – 4:00 p.m. Monday – Friday) to support the 2015 Griz Days Festival provided that the City has the expertise to undertake the request and that existing service levels set by Council are maintained over the time period of February 25, 2015 to March 2, 2015;
Council endorsed the use of the City’s portable stage for Griz Days events with any costs associated with the set up/take down by certified operator and security being funded by the Fernie Chamber of Commerce as well, endorsed the use of the Aquatic Grounds for Griz Days events subject to the receipt by the City of a site plan approved by the Fire Chief and proof of event Insurance in the amount of $5 million with the City of Fernie as an additional insured;
And finally Council approved the request to extend the hours of the front desk at the Aquatic Centre to a maximum of 4 hours on Friday February 27, 2015 and 10 hours on Saturday February 28, 2015 with the any associated labour cost(s) being funded by the Fernie Chamber of Commerce.
2.3 Friends of the Fernie Heritage Library re: Council authorized staff to forward a letter in support of the Friends of the Fernie Heritage Library’s request to the Registrar to showcase the Courthouse at our spring fundraiser.
2.4 Columbia Basin Institute of Regional History Council authorized a letter of support to the Columbia Basin Institute of Regional History for their project to showcase the rich history of the lumber industry in the East and West Kootenays.
2.5 Columbia Basin Institute of Regional History Council authorized the purchase of a $200.00 Corporate Membership with the Columbia Basin Institute of Regional History.

3.2 RFP Subdivision & Development Servicing and Zoning Bylaw Updates The City is seeking proposals from qualified consultants experienced with Best Practices and progressive land development principles for the review and update of the Subdivision & Development Servicing Bylaw and Zoning Bylaw, and for the creation of a Development Procedure & Process Manual, Development Application Forms and Public Information Guides.
3.3 2015 / 2016 Funding Applications for CBT Community Initiatives The RDEK is accepting proposal applications for program funding until February 16, 2015 (4:30pm) for the Columbia Basin Trust (CBT) Community Initiatives and Affected Areas Programs.
Application forms are available from the RDEK at 1-888-478-7335 or the RDEK website (link provided below). Eligible applicants include registered organizations that are not-for-profit, First Nations, registered schools, and local government.
