1. BYLAWS
1.1 Bylaw No. 1750, Amendment Bylaw No. 172, Bylaw No. 2264, 2014 Council adopted Bylaw No. 2264 for Stacey Goldade & Noel VanOostenbrugge (Sparrow for Hair) to allow barber shops and beauty parlours as a permitted use along the C-Hwy Zone.
2. OTHER INFORMATIONAL ITEMS
2.1 Fernie Trails Master Plan Council adopted the Fernie Trails Master Plan as presented at the Committee of the Whole Meeting held January 26, 2015. View here.
2.2 Fire Dispatch Stakeholder Report / Dispatch Service
Council resolved that upon the expiry of the current Memorandum of Agreement between the Regional District of East Kootenay (RDEK) and the Cranbrook Fire Department, the City of Fernie recommends going to a Request for Proposal process to find a new contractor to undertake the services of fire dispatch.
Mayor Giuliano will relay Council’s request to the RDEK at an upcoming meeting.
2.3 Hudson Hope: Referral of Proposed Site C Dam Project to BC Utilities Commission Council gave direction to staff to forward a letter to the District of Hudson’s hope in support of a one year moratorium to allow time to refer Site C to the BC Utilities Commission for independent review of the need, cost and alternatives to Site C.
2.4 2015 Coal Association of Canada conference to held in Vancouver, British Columbia on September 16-18, 2015 Council authorized a member of Council to attend the upcoming conference to be held in Vancouver, BC on September 16 – 18, 2015.
2.5 Resolution to the Association of Kootenay Boundary of Local Governments (AKBLG) re: B.C. Wildlife’s Allocation Policy Council will be forwarding a letter to Minister Thompson with a copy to our local MLA Mr. Bill Bennett requesting an explanation of the change in the Wildlife Allocation policy from what was negotiated in 2007. Further to this a resolution will be submitted to the AKBLG at an upcoming conference asking support for this issue.
2.6 Resolution to the AKBLG re: Ability to accept payment of Development Cost Charges (DCC’s) at conveyance. Council authorized the following resolution be submitted to the Association of Kootenay Boundary for Local Governments (AKBLG) requesting their support:
Whereas Section 933 (1) of the Local Government Act allows for the collection of Development Cost Charges (DCC’s) only at the time of subdivision or at time of building permit.
Whereas payment of DCC’s at building permit is cumbersome to administer.
Be it resolved that the Association of Kootenay Boundary of Local Government (AKBLG) seek approval from the Ministry of Community, Sport and Cultural Development, to modify payment terms for collection of DCC’s allowing for collection at conveyance.

3.1 Mobile Street Vending Survey Complete the Mobile Street Vending Survey now! The City is seeking your feedback on mobile street vendors operating in the historic downtown core. We seek to maintain a vibrant downtown that balances the needs of local “sit-down” merchants, street vendors, residents and visitors alike. To that end we are seeking your input regarding hours of operation, location, and proximity to other businesses among other matters. Survey closes on 2015-02-13
3.2 Next Regular Meeting and Committee of the Whole (COTW). The Next regular scheduled meeting will be on: Tuesday, February 10, 2015 at 10:00am & 7:00pm

3.3 Public Hearing Bylaw No 2271 A Public Hearing will be held for proposed Bylaw No. 2271, Zoning Bylaw No. 1750, Amendment Bylaw No. 174 on Tuesday, February 10, 2015 at 7:00pm in Council Chambers at Fernie City Hall, 501 – 3rd Avenue, Fernie, BC so that Council may hear representations from the public regarding proposed text amendments to Zoning Bylaw No. 1750 regarding permitted & accessory uses and regulating the proposed Single Family Dwellings permitted use in the Highway Commercial zone.
3.4 RFP Subdivision & Development Servicing and Zoning Bylaw Updates The City is seeking proposals from qualified consultants experienced with Best Practices and progressive land development principles for the review and update of the Subdivision & Development Servicing Bylaw and Zoning Bylaw, and for the creation of a Development Procedure & Process Manual, Development Application Forms and Public Information Guides.
Please visit our Bid Opportunities page for further information and RFP documents. 4.5 2015 / 2016 Funding Applications for CBT Community Initiatives The RDEK is accepting proposal applications for program funding until February 16, 2015 (4:30pm) for the Columbia Basin Trust (CBT) Community Initiatives and Affected Areas Programs. These programs are designed to help address the needs of communities within the Basin, are flexible, and incorporate community-based funding decisions.
Application forms are available from the RDEK at 1-888-478-7335 or the RDEK website (link provided below). Eligible applicants include registered organizations that are not-for-profit, First Nations, registered schools, and local government.
