Fernie Council Report
1. AGREEMENTS, LICENCES PERMITS & POLICIES
1.1 West Fernie Servicing Agreement – Water Distribution System / Sanitary Sewer System Council approved the West Fernie Servicing Agreement for Water Distribution and Sanitary Sewer Collection Services between the City of Fernie and the Regional District of East Kootenay as included in the December 7, 2016 report; and authorized the Mayor and Corporate Officer to execute the West Fernie Servicing Agreement. |
1.2 Inter-Community Business Licence and MOU Council approved the Memorandum of Understanding between the City of Fernie, District of Elkford and District of Sparwood. This will finalize the establishment of the Inter-Community Business Licence scheme; and authorized the Mayor and Corporate Officer to execute the Memorandum of Understanding agreement.
1.3 Development Variance Permit Application No. DVPA-397 for 4 Cedar Bowl Drive Council approved Development Variance Permit Application No. DVPA-397 and gave notice of their intention to consider the issuance of Development Variance Permit No. DVP-397 to vary the minimum side yard setback as set for an existing accessory building only from 1.50 metres to 1.40 metres along a portion of the east property line.
1.4 Council Committee / Board Appointments Council approved the board and committee appointments as outlined in the December 12, 2016 Report. The annual review of Council membership on each civic body provides a way for Council to participate on a different committee each year and offer their unique perspective to the groups.
1.5 2017 Acting Mayor Appointments Council authorized the following schedule for members of Council to be appointed as Deputy Mayor for the months of:

1.6 2017 Regular Council Meeting Schedule Council authorized the cancellation of the Monday, August 28, Monday, September 25 and the Monday, December 25th, 2017 Council and Committee of the Whole Meetings and approved the 2017 Schedule of Meetings and Conferences for 2017. 1.7 2017 Discretionary Grant Recommendations from Committee Council approved the discretionary grant allocations proposed by the Discretionary Grants Committee totaling $16,000 for the 2017 budget year and provided staff with direction to proceed with processing payment of the grant amounts in January of 2017.
1.8 Operating Grant Presentation Funding Schedule – 2017 – 2021 Five Year Financial Plan Council gave direction to the Director of Financial & Computer Services to incorporate the Operating Grants Funding Schedule into the 2017-2021 Five Year Financial Plan which includes yearly operating grants to the Fernie Heritage Library, Fernie & District Historic Society, Fernie & District Arts Station, Wildsafe BC and Fernie Senior Citizens Club.
2. BYLAWS
2.1 Bylaw No. 2306 Zoning Bylaw No. 1750, Amendment Bylaw No. 185, 2016 for 861-9th Avenue was adopted. This will allow the applicant to rezone a one 668.91 square metre lot from R1 – Single Family Residential to R1B – Single Detached Plus Residential. The rezoning would enable the landowners to renovate an existing accessory building to convert it into a secondary detached dwelling unit in accordance with the applicable provisions of the Official Community Plan, the Zoning Bylaw and the Building Bylaw.
3. OTHER INFORMATIONAL ITEMS
3.1 Primary Care Paramedic Training for the Elk Valley Council agreed to continue supporting BCEHS through the current First Responder agreement that is in place while allowing BCEHS to staff units as they see fit however, will not be providing financial support for this training initiative to be provided by the City of Fernie.
