1. AGREEMENTS, LICENCES PERMITS & POLICIES
1.1 Fernie Child Care Society Proposed Lease Agreement at Max Turyk Community Centre. Council authorized notice to be posted of its intention to dispose of City property via a Lease Agreement with the Fernie Child Care Society. The lease will run from November 1, 2014 to September 30, 2019 with specified monthly lease payments of $1,239.17.
1.2 Fernie Ghostrider Junior Hockey Team Proposed Lease Agreement at the Fernie Memorial Arena. Council authorized notice of its intention to dispose of City property via a Lease Agreement with the Fernie Ghostrider Junior Hockey Team, during the time period from November 1, 2014 to October 31, 2016, with specified annual lease payments of $1.00.
1.3 West Fernie Boundary Extension. Council authorized staff to petition the Minister of Community and Rural Development to extend the boundaries of the Corporation of the City of Fernie following assent of the electors being obtained through the alternate approval process. If the boundary extension proposal is approved by Cabinet, the RDEK will complete the infrastructure upgrades to the West Fernie Phase 1 properties. As each infrastructure upgrades are completed for each phase amendments to the City’s letters patent will be completed bringing those properties within the municipal boundary. 2014-10-08 RTC | Town Hall Presentation | Certificate of Sufficiency
1.4 Development Variance Permit No. DVP-357. Council authorized the issuance of Development Variance Permit No. DVP-357 which varied the front yard setbacks to facilitate the construction of a three-storey building with a proposed commercial use on the first storey and one dwelling unit on the second and third stories at 641-7th Avenue following the informal hearing, where comments from the public on the proposed variance were received.
1.5 Development Variance Permit No. DVP-358. Council authorized the issuance of Development Variance Permit No. DVP-358 which legalized the siting of the existing dwelling and to construct an attached single-car carport at 791-9th Avenue following the informal hearing (no public submissions made at the hearing). 
1.6 Development Variance Permit No. DVP-361. Council authorized the issuance of Development Variance Permit No. DVP-361 to facilitate the placement of a manufactured home on the vacant subject lot and to construct of a detached garage at 2 Slalom Drive following the informal hearing (no public submissions made at the hearing).
2. BYLAWS
2.1 Zoning Bylaw No. 1750, Amendment Bylaw No. 169, Bylaw No. 2258, 2014. Council gave third reading to the bylaw and referred it to the Ministry of Transportation and Infrastructure for approval following the public hearing, where comments from the public on the proposed amendment were received. The bylaw proposes to change the zoning of the property located at 642 – 8th Avenue from R1-Single Family Residential to R1SL-Single to Family Residential Small Lot.
2.2 Zoning Bylaw No. 1750, Amendment Bylaw No. 170, Bylaw No. 2262, 2014. The bylaw proposes to change the zoning of the property located at 822 – 6th Avenue from R1-Single Family Residential to R1SL-Single to Family Residential Small Lot.
2.3 Moratorium on Subdivisions and R1SL- Single Family Residential Small Lot Zoning Amendment Applications. Council placed a moratorium on the City accepting any new subdivision or zoning amendments for R1SL- Single Family Residential Small Lot properties.
3. OTHER INFORMATIONAL ITEMS
3.1 Appointments to the Downtown Mobile Street Vendors Task Force. Council appointed the following representatives to the Downtown Mobile Street Vendors Task Force:
♣ Mayor Giuliano and Councillor Ripley;
♣ Geof Hare, representing the Fernie Chamber of Commerce;
♣ Sarah Deschenes, representing the downtown residents;
♣ Darcy Diakow, representing the mobile food vendors;
♣ Simon Howse, representing the food service industry; and
♣ Marjorie Thompson and Will Mathews, representing the community at large.

3.2 Appointment to the City of Fernie Beautification Committee. Council appointed Ms. Sarah Deschenes to the Beautification Committee as a ‘member of public’ representative.
3.3 Royal Canadian Legion – Remembrance Day. Council authorized the requests by the Royal Canadian Legion, Local Branch No. 36 for permission to hold a “Poppy Campaign” from October 31, 2014 to November 11, make an official declaration for Veteran’s Week, to hold a parade on November 11, 2014, and use the Court House Grounds for the Cenotaph ceremony.
3.4 Fernie and District Arts Council – 2014 Northern Lights Lantern Festival (November 22, 2014). Council authorized the request for equipment (barricades and street bollards) and road closures on 6th Street for the Fernie and District Arts Council’s biennial Lantern Festival on November 22, 2014 from 6:30 to 8:00pm at Station Square as part of their 20th Anniversary.
3.5 Westray Law. Council endorsed the resolution submitted by the United Steel Workers to enforce the Westray amendments to the Criminal Code. The City shall be forwarding copies of the resolution to the Minister of Justice/AG, David Wilks, MP for Kootenay – Columbia, the Association of Kootenay & Boundary Local Governments (AKBLG) and the Union of BC Municipalities (UBCM).
4. UPCOMING MEETINGS AND OTHER CITY NEWS
4.1 Next Regular Meeting and Committee of the Whole (COTW) is scheduled for Monday, October 27, 2014. COTW to commence at 10:00am and the Regular Council meeting at 7:00pm. Council meetings are streamed live or can be viewed on-demand on the City’s website or watched on Shaw TV Channel 10 at 3:30pm on Tuesdays and 11:00am on Thursdays. Please note that there may be some interruption to the broadcasting on Shaw during the election campaign period. Regular programming (if interrupted) will resume following the election.
4.2 Job Opportunity – Casual Flaggers. The City is looking for Certified Traffic Control Persons for casual work this winter. Applications will be accepted until November 10, 2014.
4.3 Help Us Keep Our Streets Attractive. The City would like to remind all residents to store your garbage in animal proof containers. Place garbage and recycling out between 5am and 8am the morning of pick up.
4.4 Halloween Haunted House. The Fernie Aquatic Centre haunted house is back with new and improved haunted fun. The witches and wizards of Fernie Aquatic Centre will work their magic and transform our family change room into a wicked and wonderful den of fun on Thursday, October 30, 2014 from 6pm – 8:00pm.
4.5 Declaration of Candidates in 2014 General Local Election. The Chief Election Officer, Kevin Allen, officially declared the candidates in the 2014 General Local Election pursuant to Section 74 of the Local Government Act at 4:00pm on Friday, October 10, 2014 and gave notice that an election by voting to elect six (6) Councillors by qualified electors.
