REGULAR MEETING OF APRIL 27, 2015 HIGHLIGHTS
1. AGREEMENTS, LICENCES PERMITS & POLICIES
1.1 Development Variance Permit Application No. 368 for 1091-9th Avenue. Council approved Development Variance Permit Application No. DVPA-368 and gave notice of their intention to consider the issuance of DVPA-368 to legalize the siting of the existing single detached dwelling and to vary the minimum front yard setback and maximum steps projection into the required front yard for a safe front entrance addition.
2. BYLAWS
2.1 Whitetail Drive Highway Closure and Removal of Highway Dedication Bylaw No. 2274, 2015 Whitetail Drive Council gave first three readings and gave notice of their intention to consider the adoption of Whitetail Drive Highway Closure and Removal of Highway Dedication Bylaw No. 2274, 2015.
2.2 2014 – 2018 Five Year Financial Plan Bylaw No. 2279 Council amended Bylaw No. 2279 to include a $70,000 expenditure to be funded from the DCC Street Reserve to accommodate the City’s share of the 13th St. Rail Crossing St. Arm Project and gave first three readings to the bylaw as amended.
2.3 2015 Tax Rates Bylaw No. 2280, 2015 Council gave first three reading to the bylaw. The Community Charter, dictates that a council must, by bylaw, impose property value taxes for the year by establishing tax rates The recent budget process undertaken over the past several months was the means for determining the revenue requirements and resources allocations that ultimately determined the municipal tax rates being proposed.
3. OTHER INFORMATIONAL ITEMS
3.1 Asset Management Funding Program 2015 Council supported the application to the UBCM 2015 Asset Management Funding Program as well as the Federal Gas Tax Strategic Priorities Fund – Capacity Building Stream to complete work on developing an Asset Management Plan and implementation tools.
3.2 General Engineering Services Award Council awarded the 3 year contract for General Engineering Services to ISL Engineering and Land Services Ltd. This exclusive contract is for Municipal Engineering and Consulting Services for administration, planning and implementation of the Annual Capital Works Program and general engineering/consulting services.
Rdigemont Playground
3.3 Ridgemont Park Playground Equipment Proposal – Contract Award Council awarded the design, supply and installation of playground equipment for Ridgemont Park to Mow and Snow Land Care (2008) Ltd. for the contract price of $83,959.31 inclusive of all tax.
3.4 2015 Discretionary Grant Recommendations Council approved the discretionary grant recommendations proposed by the Discretionary Grants Committee for the 2015 budget year and gave direction to staff to proceed with processing payment of the grant amounts in April of 2015.
3.5 FERNIE 3 (Annual Mountain Bike Events) Staff was directed to bring back a report to the next Regular Meeting detailing the value of the request and that Council be given every opportunity to be appraised of every cost in order to make an informed decision.
3.6 13th Street Rail Crossing Arms Project Council allocated up to $70,000 from the DCC Streets Reserve to fund the city’s share of the construction of the 13th Street Rail Crossing Arms Project; and directed staff to sign the “Letter Waiving Notice Period” form waiving the mandatory 60 notice period for construction of this project.

4.1 Upcoming Council Meetings as follows:
• Monday, May 11, 2015 Committee of the Whole (COTW) @ 10:00am & Regular Meeting @ 7:00pm.
