1. AGREEMENTS, LICENCES PERMITS & POLICIES
1.1 Development Variance Permit Application No. 360 – Montane Developments. Council authorized the issuance of Development Variance Permit No. DVP-360 to Montane Developments Ltd. for Lot A, District Lot 4589, Kootenay District, Plan 9587 Except Plans NEP22339, NEP62291, NEP62407, NEP62408, NEP64706, NEP64864, NEP65351, NEP66828 and NEP66830, Lot A, District Lot 4589, Kootenay District, Plan NEP66828, and Lot 1, District Lot 4589, Kootenay District, Plan NEP92508. (See staff report for variance descriptions to the drawings)
1.2 Proposed Lease Agreement with Fernie Creative Minds Preschool Council approved the lease agreement between the City of Fernie and the Fernie Creative Minds Preschool, for a portion of Max Turyk Community Centre comprising 1,622.66 square feet, terms December 16, 2014 to July 31, 2015 with a specified annual rent of $10,141.62 (or $1,352.20 paid monthly) and authorized the Mayor and Clerk to execute the agreement on behalf of the City.
1.3 Proposed Lease Agreement with the Fernie Creative Energy
Council approved the lease agreement between the City of Fernie and the Fernie Creative Energy Arts Factory, for a portion of Max Turyk Community Centre comprising 1,092.11 square feet, terms December 16, 2014 to December 15, 2019 with a specified annual rent of $10,921.08 (or $910.09 paid monthly) and authorized the Mayor and Clerk to execute the agreement on behalf of the City.
Loader Mounted Snow Blower
1.4 2015 Loader Mounted Snow Blower Council awarded the 2015 Mounted Snow Blower RFQ to Fort Garry Industries for a total price including tax of $114,412.20.
The loader mounted blower is an integral component to the City’s Snow Removal fleet, typically used for removal of the windrows in the areas that we center plow snow, widening of roadways adjacent to sidewalks that we plow and for widening in neighborhoods as roads narrow over the course of the winter.
2. BYLAWS
2.1 Zoning Bylaw No. 1750, Amendment Bylaw No. 172, Bylaw No. 2264, 2014 Council approved the zoning application and gave it first and second reading and moved it forward to a public hearing to be held on January 12, 2015.
Bylaw No. 2264 proposes to text amend Zoning Bylaw No. 1750 by adding “barber shops and beauty parlours” as a permitted use in the C-HWY – Highway Commercial Zone.
3. OTHER INFORMATIONAL ITEMS
3.1 Fernie Skating Club Council considered the request made by the Fernie Skating Club to waive the ice rental fees for an upcoming competition and directed staff to request the completion of a Grant Application to provide the detail needed for Council to make an informed decision to consider the request under the Resort Municipality Initiative program.
3.2 Community Energy Manager of the Community Energy Association Support to Reduce Energy & Emissions Elected Official/Staff Workshop – February/March 2015 Council gave direction to staff to contact the Community Energy Association indicating our interest to host a workshop in the new year.
4. UPCOMING MEETINGS AND OTHER NEWS
4.1 The next scheduled meeting of Council will be on January 5, 2015 at 10:00am (Special Budget Meeting)
Council meetings are streamed live and can be viewed on-demand on the City’s website or watched on Shaw TV Channel 10 at 3:30pm on Tuesdays and 11:00am on Thursdays.
4.2 Winter Parking & Snow Removal Regulations. The Winter Parking Regulations are in effect per Streets and Traffic Bylaw No. 1400 from November 1st to April 15th. Any vehicle parked contrary to the parking regulations is subject to towing and impoundment pursuant to sub-section 9(6) of the bylaw. These restrictions allow City plows to clear the snow back to the boulevards on alternating days. 4.3 Holiday Garbage Collection
Garbage normally picked up on Thursday, December 25 will be picked up on Monday, December 22, 2014 for Area 3 (Castle Mountain, Ridgemont, Ghostrider and Alpine Trail / Parkland areas).
Garbage normally picked up on Thursday, January 1 will be picked up on Monday, December 29, 2014 for Area 3 (Castle Mountain, Ridgemont, Ghostrider and Alpine Trail / Parkland areas).
The garbage collection schedule remains unchanged for all other areas. Please be sure to have your garbage out by 8:00am for pickup. Curbside recycling schedule remains unchanged.
The Transfer Station schedule is as follows:

♣ December 26 through to December 30 Open regular hours (9:00am – 5:00pm) 
♣ December 31 3:00pm Closed
♣ January 1 Closed
Normal operations resume on January 2, 2015.
