1. Max Turyk Lease Amendments
Council approved to amend the term of two disposals (leases) for a period of 1 year commencing on August 1, 2011, with a right of renewal for 3 additional one year terms for the following rental rates:

Fernie Creative Minds Preschool – $8,906.90 per year
Creative Energy Arts Factory – $7,346.40 per year

These two long term tenants “Creative Energy Arts Factory” and the “Creative Minds Pre-School” have occupied space in the old Max Turyk School since 2009.

2. AGM for Municipal Insurance Association of BC
Councillor Macnair was designated as first alternate and Councillor Giuliano the second alternate authorized to vote at the upcoming Municipal Insurance Association of British Columbia Annual General Meeting.

3. Greenhouse Gas Emission Committee
Council approved a budget of $7800.00 to establish a community resource centre, containing resources on energy efficiency, to be housed at the Fernie Heritage Library.
This resource centre will provide members of the community access to resources to help them become more energy efficient and link community members to available grants and provide an opportunity to learn about other energy efficient programs.

4. Lions Club Special Occasion Liquor Application – 2011 Demolition Derby
Council approved the Special Occasion Liquor License application for the Fernie Lion’s Club to operate a beer garden on September 4, 2011 from 12:00 noon to 7:00 pm at the Fernie Rodeo Grounds subject to proof of comprehensive general liability insurance.

1) Application for Permanent Change to a Liquor Licence – Raging Elk International Hostel and Kodiak Lounge Ltd. – 892 6th Avenue
After considering the views of residents set out in written submissions, a petition and presentations made by residents and the applicant, Council did not recommend the amendment of the licence for the above noted application to allow for closing at 2:00 a.m. six days per week. Council did recommend approval of a licence amendment to allow for earlier opening hours at 11:00 a.m. instead of 4:00 p.m. as provided for under the current licence.

2) BC Liquor Control and Licensing Branch
Council will be forwarding a letter to the BC Liquor Control and Licensing Branch, the MLA for the area, and other municipalities in the Resort Municipality Initiative outlining the challenges faced by municipalities and the need for additional tools to provide greater flexibility for both licence approval and revocation.

3) KM Fight Group Inc – Mixed Martial Arts in Fernie
After careful consideration Council agreed to forward a letter to KM Fight Group Inc. acknowledging receipt of their request and informing them that the City of Fernie is unable to approve their request as Council feels there is a lack of expertise and resources in the community at this time to ensure a safe, effectively governed entertainment event and further, that the City needs assistance from a provincial body, qualified to comment on regulations required to host such events.

4) Federation of Canadian Municipalities – Municipal Campaign Training Workshop for Women.
Council authorized Mayor Corrigan to attend the Federation of Canadian Municipalities Workshop: Increasing Women’s Participation in Municipal Government which will take place in Nelson on
August 27-28, 2011.

5) Fernie Secondary School – 2011 Challenge Days
Council approved a discretionary grant of $500.00, to be funded from the 2011 Discretionary Grants budget, to Fernie Secondary School to assist with hosting the 2011 Challenge Days activities and further, that the application received from Fernie Secondary School be forwarded for consideration by the Discretionary Grants Committee during 2012 grant deliberations.

6) Wapiti Music Festival – August 19 – 20, 2011
Council approved the Special Occasion Liquor Licence Application submitted by the Fernie Mountain Music Festival Society to operation a beer and wine tent in an
enclosed area of Annex Park, Fernie, BC on August 19, 2011 from 7:00 p.m. to 11:00 p.m. and on August 20, 2011 from 12:00 p.m. to 11:00 p.m. as part of the Wapiti Music Festival subject to receipt of comprehensive general liability insurance, and further;

The City will provide assistance including grass cutting in Annex Park and the adjacent parking area (11th street) prior to August 19, 2011, access to potable water, barricades, garbage barrels and tables subject to availability of personnel and equipment.

The Festival will take place in the Annex Park from Thursday, August 18 – Sunday, August 21, 2011

1. Partnering Agreement with the Fernie Chamber of Commerce – Victoria Avenue Initiative and Sunday Downtown Socials
Council approved the partnering agreement with the Fernie Chamber of Commerce for the provision of municipal services in the amount of $10,000 to host the summer downtown festivities. Events such as a night market, street theatre, music and a trunk treasure sale are some of the events planned for the summer. Council authorized notice of their intention to amend the terms of a disposal (lease) for these two groups for a period of 1 year commencing on August 1, 2011, with a right of renewal for 3 additional one year terms for the following rental rate:

3) Regional District of East Kootenay Bylaw No. 2326 Referral Electoral Area A – Miscellaneous Amendments – Elk Valley Zoning Bylaw No. 829, 1990
Miscellaneous amendments to the Elk Valley Zoning Bylaw were identified as a priority project in the RDEK Planning and Development Services 2011 work plan. The above noted bylaw amends a number of the regulations contained in the Elk Valley Zoning Bylaw No. 829. A complete summary of the proposed changes can be viewed at City Hall during normal business hours of 8:00 a.m. – 4:00 p.m. Monday – Friday.

4) Banning Cosmetic Chemical Pesticides
The Canadian Cancer Society, BC & Yukon Division is working on a provincial campaign to ban the use and sale of cosmetic chemical lawns and garden pesticides, which included herbicides, fungicides, and insecticides.
Council will be forwarding a letter to the Province in support of this ban.

5) Fernie Mountain Bike Club
Council approved a funding request from the Fernie Mountain Bike Club in the amount of $2000 to be funded from the Resort Municipality Initiative – Cultural and Heritage Tourism and Festivals Program towards the “Wam Bam Dirt Jump Jam” event to be held Saturday, August 20, 2011 behind the Fernie Aquatic Centre.
